广州蓝碧环境科学工程顾问有限公司成立于2001年，是由广州市环境科学学会和钟南山院士、傅家谟院士等16位专家(原广州市环境学会常务理事)共同出资组建。公司以环保、节能、清洁生产、水土保持和生态修复等咨询服务为主要业务。

公司设有以骆世明教授（原为傅家谟院士）为主任的专家委员会，专家成员涵盖环保、节能、清洁生产、生态、土壤修复等多个方面。公司有高级工程师5人（教授级高工1人）、工程师13人、国家工程注册咨询师6人、国家注册环评工程师5人、环境监理工程师17人，国家发改委和广东省工程咨询协会组织节能评估培训合格证书9人、持有广东省经贸委颁发的省节能培训结业证书10人、国家清洁生产审核师11人、广东省水土保持培训上岗证12人、中国工程咨询协会举办重大固定资产投资项目社会稳定风险评估培训学习结业证5人。

二、公司近年主要业绩

1、服务政府

近年我公司受区级环保行政部门（越秀、天河、白云、黄埔、南沙、花都、从化）的委托，开展对环评技术评估、环保核查、环境统计调查及环保培训等政府第三方服务工作。工作卓有成效，获得环保部门肯定。

（1）环评技术评估

近几年，受花都、越秀和从化等区环保局的委托，对建设项目的环境影响评价文件进行技术评估。评估针对不同的项目类别，聘请相应的专家，严格按照评估技术导则，对项目建设的政策法规相符性、污染源强分析及防治措施、总量控制及环境风险等，实事求是进行全面审查。

（2）第二次全国污染源普查

2018年，我公司受花都区和黄埔区环保部门委托，在上述两区利用近两年的时间，全面开展第二次全国污染源普查工作，普查企业分别达12723和3273家。我司在上述两区环保部门的领导下，精心安排、周密部署开展污普工作，我们的工作受到上述两区环保部门的肯定。目前污普数据工作已基本结束。

（3）国家排污许可管理技术服务

2019年，我公司受花都区环保部门委托，对花都区辖13298家企业开展国家排污许可证技术核发工作，包括完成排污许可专题培训、许可证申报材料技术审核、排污许可证编制印发、许可证执行报告及台账记录审核、国家排污许可证现场抽查抽检工作等。

（4）排污申报核查

受南沙区环保水务局委托，我公司开展对南沙区征收建筑施工扬尘排污费以及VOC排污收费进行现场核查。南沙区建筑扬尘申报率达100%。借助我公司的技术力量，对几十家无组织排放VOC的企业进行收费核查，并将排污申报信息及时更新，使辖区按照市环保局的通知要求，依法全面征收建筑施工扬尘及挥发性有机化合化物（VOCs）中三苯排污费。

（5）环境统计调查

我公司于2016年至2019年分别为南沙、黄埔、花都区进行环境统计工作。协助以上各区制定工作方案，组织填报培训、回收报表并审核汇总，形成工作总结报告。我公司人员熟悉环境统计技术规范及相关法规，较好地在区级与市级环统部门之间进行沟通协调，顺利完成了以上各区近千家企业的环统工作，获得环保部门的认可。

（6）环保培训业务

在环保培训方面，我们对有关区环保工作人员和企业进行了大量的环保培训。特别是近年来对南沙和花都区环保执法人员和各类排污企业进行了多达几十班次的环保业务培训。每次培训，我们都精心准备，结合实际案例，对环保的相关法律、法规进行生动解读。通过培训提高环保执法人员和企业环保员的法律意识和基本知识，促使环境管理工作事半功倍。

2、服务企业

（1）环保服务

每年我公司除了受政府委托工作之外，还为一大批中外企业做好环保服务。主要服务的企业有：

广州白云国际机场第二期扩建验收、中石化华南分公司496公里输油管道环境监理和验收、广州标志性建筑物珠江新城西塔验收、北汽（广州）汽车有限公司和广州风神汽车有限公司环保服务，以及霍英东集团南沙游艇滨海地产一期项目、王永庆南亚塑胶工业（广州）有限公司、富士康超视堺国际科技（广州）有限公司、艾利（广州）有限公司（美国500强）、广州发展碧辟油品有限公司（英国）、广州南沙龙沙有限公司（瑞士）、阿普拉（广州）塑料制品有限公司（奥地利）、广州斗原钢铁有限公司（韩国）、沙伯基础创新塑料（中国）有限公司（沙特阿拉伯）、国内著名大学暨南大学等。

（2）节能服务

近年我公司协助广州经济开发区、南沙开发区、番禺区和荔湾区、增城区经贸部门对100多家节能重点企业开展年度企业节能目标考核。考核前协助政府节能部门做好培训工作，解读考核文件要求，现场帮助和辅导企业编写节能自查报告和填报能源利用状况，核实核对企业节能量计算，核查佐证材料的真实性，在考核中协助并服务政府和专家现场核查企业节能情况，在整个服务过程得到政府的肯定。还为一批企业提供能源审计和节能规划等节能技术服务。

我公司根据国家节能减排的要求为企业开展固定资产投资节能评估工作。如广东一力集团总部基地项目、棠东商业广场项目、佳俊房地产项目、星湖泰富房地产项目、科莱瑞迪医疗器材公司评估项目、顺德鹏康通讯公司评估项目、爱三（佛山）汽车部件公司评估项目等。

3、清洁生产

我公司2005年已是广东省清洁生产技术服务单位以及香港伙伴计划第一、二类别环境技术服务供应商，近年来已协助一大批企业完成清洁生产审核和伙伴计划工作，并获得企业好评。近年已完成的清洁生产项目有：广东燕塘乳业股份有限公司、北汽（广州）汽车有限公司、广州中船文冲船坞有限公司、广州福耀玻璃有限公司、南亚塑胶工业（广州）有限公司、广州敏瑞汽车零部件有限公司、广州岭南电缆有限公司、广州植之元油脂实业有限公司、广州市信联智通实业有限公司、长兴（广州）光电材料有限公司、中船澄西远航船舶（广州）有限公司等企业。

4、水土保持

我公司还编制了网易总部建设项目、广州电视台址建设、番禺雄峰商城综合楼建设项目、花都嘉华广场、金沙洲医院二期工程、广纸片区地块二建设项目、花都区凤凰路地块、宝盛国际大健康产业基地、中经汇通物联网金融商务区项目、蓝盾信息安全产业园、岭南苑项目二期工程、盛基花园项目、番禺中心城区南区（4-2/5-3地块）等一批房地产及工业园区建设项目的水土保持方案，并同步对部分项目完成了水土保持监测和水土保持设施验收工作。

三、科研及国际交流

近年我公司与暨南大学共同开展广州市重点课题——PCB碱性蚀刻废液再生与回收铜离子的研究，与广州大学、广州市环境科学研究院合作开展粤港关键领域重点课题——城镇污水处理厂新技术及其示范工程研究，以上课题正在开展中。另外，还进行了污水治理研究，获得了新型浮式水体曝气净化一体机等6项实用新型专利。受香港特别行政区政府环境保护署、香港生产力促进局和广东省经信委委托，我公司主持编写《工业锅炉系统节能方案实用指南》，供港资企业在大陆之锅炉节能改造参考之用。此外，还作为珠江啤酒有限公司与瑞士南极碳资产有限公司碳交易（CDM）中方技术负责单位，是广州市第二个国际碳交易项目。

Guangzhou Lampbi Environmental Science Engineering Consulting Limited Liability Company was established in 2001 and is located in Guangzhou, China. The company was originally founded and funded by Guangzhou Association of Environmental Science and sixteen experts and professors, such as Nan-shan Zhong, Academician of Chinese Academy of Engineering, and Jia-mo Fu, Academician of Chinese Academy of Science. The company’s core consulting businesses include environmental protection, environmental impact assessment, energy conservation assessment, cleaner production and ecological remediation. The goal for us is to become a consulting company that provides strategic and industry-leading advice and services to our clients.

The company’s Committee of Experts consists of experts from all fields, including environmental protection, energy conservation, cleaner production and ecology. Professor Shi-ming Luo (former principal of South China Agricultural University) is the director of our Committee of Experts. Entrusted by Hong Kong Environmental Protection Department,Hong Kong Productivity Council and Guangdong Economic and Informational Commission,we wrote“Practical Guidelines for Energy Saving Scheme of Industrial Boiler Systems”,which is provided for Hong Kong-funded enterprises as reference guide in their industrial boiler energy conservation reform in mainland China.

Additionally,we have cooperated with Guangzhou Zhujiang Brewery Group Co.,Ltd.and the South Pole Group(Switzerland-funded company)in carbon emissions trading.It is the second international carbon emissions trading project in Guangzhou.
